Yes, and we want to be straight about it. For the first 30 minutes after a student posts a requirement, only Pro tutors can apply to it. Free tutors can see the requirement during that window — it is listed with the time remaining — but the apply button opens once the requirement is 30 minutes old. One caveat we would rather state than hide: every requirement closes at 8 tutors, so a requirement that fills during the head-start window can be closed by the time it opens to you. After that everyone applies on equal terms, and this only affects new applications, never a requirement you have already applied to.
